In a significant move aimed at fortifying the state's infrastructure, the Arunachal Pradesh Cabinet Committee on Infrastructure (CCI) has given the nod to 2,816 projects under the State Infrastructure Development Fund (SIDF) phase-1 for the fiscal year 2023-24.
Senior officials reported that the approved project proposals, with a cumulative budget of over Rs 1,253 crore, will be restricted to an expenditure of Rs 626 crore for the current fiscal year under SIDF.
The allocations are subject to the actual requirements and adherence to the guidelines of SIDF and other relevant formalities.
The Department of Finance Planning and Investment, Government of Arunachal Pradesh, emphasised in a communique that the indicative allocation must be utilised only after a thorough assessment of the genuine needs and in strict accordance with SIDF guidelines and procedural formalities.
The ambit of these projects extends across various crucial departments, including Health and Family Welfare, Higher and Technical Education, Home, Indigenous Affairs, Panchayati Raj, Tourism, Environment, and Forests, as highlighted by Sharat Chauhan, the principal commissioner of the state's Finance, Planning, and Investment department.
Chauhan reiterated that these allocations are provisional and will be expended only after meticulous verification of actual requirements, strictly adhering to SIDF guidelines, and following the necessary codal formalities.
To ensure transparency and compliance, all projects will be awarded based on prevailing rules, government orders, and adherence to General Financial Rules (GFR) and Central Vigilance Commission (CVC) guidelines, as stated by Chauhan.
Expenditure will be incurred after budgeting in consultation with the Finance, Planning, and Investment department of the Budget Division, with regularisation during the finalisation of Revised Estimate 2023-24.
The directive also emphasised the importance of proper coordination between nodal departments and executing agencies, where applicable, to ensure that projects are executed as per prescribed norms and specifications.
"All schemes should adhere to the stipulated timeline to avoid cost or time overruns," stated the official, emphasising the non-entertainment of changes in projects unless duplicity is identified.
The Arunachal Pradesh government aims to expedite development projects and enhance the state's overall infrastructure for the benefit of its citizens.
