Gujarat Will Be First To Implement National Scrappge Policy; Bolster Gujarat's Metal Recycling Industry: Manoj Das, Additional Chief Secretary
Gujarat becomes the first state to implement the National Automobile Scrappage Policy. PM Narendra Modi unveiled the policy during the Investor Summit and said it would provide a “new identity” for the automobiles sector, create job opportunities, prove beneficial for the common man, and help reduce India’s carbon footprint.
Manoj Das, Additional chief secretary of Gujarat mentioned that “this policy will provide a boost to raw and metal recycling industrial units in the state”. State having an established ecosystem for ship recycling is well versed with the process of scrappage, waste disposal and reuse of recycled materials. The official further stated that Government of Gujarat welcomes this initiative and has already exhibited its interest in leveraging its current Alang and Kutch’s recycling ecosystem for development of vehicle scrapping facilities in Gujarat.

This program is aimed to reduce population of old and defective vehicles, achieve reduction in vehicular pollution to fulfil India’s climate commitments, improve road and vehicular safety, achieve better fuel efficiency, formalize the currently informal vehicle scrapping industry and boost availability of low-cost raw materials for automotive, steel and electronics industry.
This program aims to create an Eco-system for downsizing Unfit and Polluting Vehicles plying on roads. This ecosystem will have a potential to generate additional employment of around 35,000.
Das said: Ports and Transport Department will support in facilitating the necessary approvals as per the rules and regulations of the Gujarat government and the draft vehicle scrappage policy released by the Ministry of Road Transport and Highways (MoRTH).
Quoting the Chief Minister of Gujarat, Vijay Rupani he said that Gujarat has always been a trend setter in maneuvering implementation of new technologies and businesses. Gujarat is the one of the largest automobile hub and beholds presence of renowned automobile brands. Therefore, Gujarat is an ideal location for establishment of vehicle scrapping clusters forming it as a Global Vehicle Scrap Hub of future. He added that State already has a well-developed ecosystem for ship recycling. There is a presence of allied metal recycling infrastructure like furnaces and re-rolling mills in and around Alang”. Gujarat will emerge as a key state for implementation of V-VMP in the western region of the country
Tata Motors has entered into a Memorandum of Understanding (MoU), as a part of the Investment Promotion Activity, with the government of Gujarat, through the Ports and Transport Department, to support setting up a Registered Vehicle Scrapping Facility (RVSF) in Ahmedabad, for end-of-life passenger and commercial vehicles. The scrappage centre will have the capacity of recycling up to 36,000 vehicles a year. The new facility will be compliant with the latest scrappage policy of the MoRTH, and vehicle dismantling guidelines of ARAI and Central Pollution Control Board.
The MoU was signed at the Investor Summit in Gandhinagar, Gujarat, in presence of the Minister of Road Transport and Highways, Nitin Gadkari; Chief Minister of Gujarat, Vijay Rupani and Amoj Das, Additional Chief Secretary, government of Gujarat.
On the occasion, MoUs were signed CMR-Kataria Recycling Private Limited, Cero-Mahindra MSTC Recycling Pvt. Ltd, Modest Infrastructure Pvt Ltd, Mascot Engitech Private Limited and Mono Steel India Limited for development of registered vehicle scrappage facilities across Gujarat. M/s Yash Multiventure Private Limited signed MoU with Assam Government for development of scrappage facilities in Assam.
With this new vision, India is strongly positioned to start a new automotive circular economy.
