Flood control structures in Nepal have been a critical issue for Bihar, persistently raised by Chief Minister Shri Nitish Kumar. His relentless advocacy for a resolution has finally borne fruit with the allocation of Rs 11,500 crore through the Accelerated Irrigation Benefit Program. This funding is a monumental step in strengthening flood control measures and tackling a challenge that has plagued Bihar for decades. The budgetary provision signifies not only financial support but also a recognition of Bihar’s unique vulnerabilities and the need for targeted intervention.
In addition to addressing flood control, the budget provides substantial investments aimed at bolstering Bihar's infrastructure. The allocation of Rs 26,000 crore for road connectivity projects and Rs 21,400 crore for power-related projects, alongside investments in airports, medical colleges, and sports facilities, highlights a comprehensive approach to the state’s development. This multi-faceted support is a vindication of Bihar’s long-standing demand for a robust budgetary stimulus, setting the stage for sustained growth and development.
The announcement of a survey and investigation of Kosi-related flood mitigation and irrigation projects highlights a commitment to long-term solutions for Bihar's flood issues. This initiative is expected to bring about significant improvements in flood management and irrigation, which are crucial for the region's agricultural and economic stability.
This is also gratifying as this allocation has been an outcome of persistent demand of the same by Chief Minister Shri Nitish Kumar. Guided by his vision, I followed this matter up consistently - as an MLA, Water Resources Minister of Bihar and then as Raja Sabha MP. The recognition and support from the central government, particularly through the interventions of Prime Minister Shri Narendra Modi and Finance Minister Nirmala Sitharaman, reflect a collaborative effort to uplift Bihar.
Union Home Minister Shri Amit Shah’s personal involvement in the Kosi High Dam issue further illustrates the multi-layered support for Bihar. His commitment, demonstrated through proactive engagement and monitoring, has been instrumental in securing a resolution for this decades-old problem. The positive outcome of the Eastern Council meeting in December 2023 in Patna, where these issues were prominently highlighted, marks a significant turning point.
